About the Presentation

City of Westerville Uptown Improvement Project

Historic Uptown Westerville was built in the late 1800s, following the establishment of Westerville in 1848. Much of the original infrastructure remains intact, making the District as authentic as old-generation downtowns come. Yet Uptown is known for its new-generation dining, shopping and entertainment, featuring nearly 100 merchants and small business owners. In mid-2015, conceptual planning began for the Uptown Improvement Project, which would ultimately become a $5 million project to widen sidewalks, upgrade signals, conduct streetscape improvements and make the entire district ADA-compliant. Balancing a revitalization project in a historic district is traditionally complicated, but taking small businesses offline for construction was a chief concern. The project also had to work around a number of issues, including the expected, like old buildings with basements and construction along a state route, and the unexpected, like an internationally televised Democratic Presidential Debate followed by a global pandemic. Hear from the project team as they share lessons learned from the design, construction and outreach related to this project.


Mr. Scott Tourville, PE, MPA - City of Westerville Engineer

Scott has served as the City of Westerville Engineer since April 2018, after returning to the City following his time as the City of Pickerington Engineer from 2013 to 2018. Prior to this, Scott worked as a Civil Engineer with Westerville under then City Engineer, Susan Banbury, for 6 years. Scott holds a BS in Civil Engineering from Rose-Hulman Institute of Technology and an MS in Public Administration from Central Michigan University.  Scott lives in Westerville with his wife and daughter. 

Mr. Nate Lang, PE – Construction Manager, City of Westerville

Nate has been the Construction Manager for the City of Westerville since September of 2016 where before that he spent 6 years as a Project Engineer for ODOT District 6. Nate earned his Bachelor’s Degree in Civil Engineering from The Ohio State University. When he is not working, he is spending time with his wife, Lisa and daughters, Anna & Claire.

Ms. Sophia Lanza - Special Projects Coordinator, City of Westerville

Sophia began as the Special Projects Coordinator for the City of Westerville in May 2019. Prior to starting with the City, Sophia worked with the Athens County Planner on creating Community Profiles for Villages and Townships throughout the County. Sophia holds a B.S. in Urban Planning and Sustainability from Ohio University.
